Construction of Sipalay Govt. Center
Loan No. 4833-PH
1. The Land Bank of the Philippines has received a loan from the World Bank toward the cost of Support for Strategic Local Development Investment Project (S2LDIP), and it intends to apply part or whole of the proceeds of this loan to be on-lent to the Local Government Units (LGUs), public utilities or private operators providing local infrastructure services for payment under the contract for Construction of Government Center.
2. The City Government of Sipalay has received a loan from LBP under the World Bank-assisted S2LDIP loan facility. The City Government of Sipalay now invites sealed Bids from eligible Bidders for the Construction of a 3-floor level Building at new government center site in Barangay Gil Montilla, Sipalay City. Completion of the Works is required by 420 calendar days.
3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act, subject to exceptions stated in this Bidding Document. The Bidder with the Lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost (EPC) is One Hundred Forty Seven Million (P147M) Pesos.
4. The documents required in the Eligibility Documents shall be submitted as part of the Technical Documents of the Bidders as provided in the Instructions to Bidders.
5. Interested eligible Bidders may obtain further information from City Government of Sipalay thru the Office of Bids & Awards Committee (BAC) and inspect the Bidding Documents at the address given below from 8:00 am to 5:00 pm on December 17, 2008 until January 19, 2009.
6. A complete set of Bidding Documents in English may be purchased by interested Bidders from the address below and upon payment of a non refundable fee of P30,000.00 The Bidding Documents shall be received personally by the bidder or his authorized representative on or before 5:00pm from December 17, 2008 until January 19, 2009.
7. The City Government of Sipalay will hold a Pre-Bid Conference open to all Eligible Bidders on January 5, 2009 at 10:00am at the following address: Farmer’s Center, Sipalay Agriculture Compound, Brgy. III, Sipalay City, Negros Occidental.
8. Eligible Bidders must submit their Bids at the address below on or before 10:00am January 19, 2009. All Bids must be accompanied by a Bid security in the form of cash or bank certified check in an amount of P1,470,000.00 or bank guarantee in an amount of P2,205,000.00 or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted. Bid opening shall be on January 19, 2009,10:00am at Farmer’s Center, Sipalay Agriculture Compound, Brgy. III, Sipalay Ctiy, Negros Occidental. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at 10:00 a.m. on January 19, 2009.
9. Bidder must submit a letter of intent in securing the bid documents and submission must be done by the firm/company listed officer/personnel only as duly authorized. Also together with, must apply for LGU accreditation for the current year in order to be allowed to participate in the bid and must submit a letter of application with supporting company profile inclusive of track records, current Mayor’s permit, valid PCAB License, BIR tax clearance certificate and SSS certification with proof of current quarterly payment remittance.
10. Completion of the Works is required by contract duration of 420 calendar days.
11. The City Government of Sipalay reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
